Executive Vice-President Frans Timmermans, in charge of the European Green Deal, said: “We have very ambitious environmental and climate targets to help us deliver the just green transition that Europe and the world needs. But what you cannot measure, you cannot manage. To keep us on track, we need to keep a close eye on whether we are meeting our goals. These indicators help us do so.”

The Commission will report annually on progress based on these indicators from 2023 onwards, which will be used for discussion between the Commission, Member States and the European Parliament (as per EAP).

Additionally, two in-depth assessments will be conducted - mid-term (2024) and final (2029).

In consideration of the Guarantees of Origin scheme

Given that most of the indicators are associated with compulsory environmental targets direct links with GO and schemes (voluntary) are tenuous.

We comment on some of the more relevant indicators below. Note the measure numbers and main headings are as per 

CO2 emissions from power and total energy

Comment: Replacing fossil-based electricity generation with renewable generation to reduce emissions will also increase GO supply (subject to issuance rules in the relevant jurisdiction). However, it is unlikely a change in how this indicator is measured will affect GO supply or demand.

Measure: 2. GHG emissions from land use, land use change and forestry

Target: Climate neutrality, increase GHG removals (310 mill tonne carbon sink)

Comment: Focus on this indicator may bring the land usage of RES-E installations in sensitive regions (forests, rivers and lakes) into question. This is somewhat associated with characteristics of GOs but is better handled by

Environmental and climate pressures related to EU production and consumption

Measure: 13. Share of renewable energy in gross final energy consumption

 upon the 45% target and the link to RES-E share. Currently, the renewable share is calculated based upon Directive 2009/28/EC and using the ECs 

. Should the EC choose to adopt a full-disclosure approach to GO usage for reporting renewable share in electricity as part of this indicator, it would result in a general increase in GO transactions (issuances and cancellations).
