The European Parliament adopted the FuelEU Maritime proposal on 19 October 2022 and since then ongoing trilogue negotiations have continued. The second trilogue was recently conducted and concluded on 14 December 2022, leading to some criteria being agreed upon and some issues to be continued for further discussions. After the FuelEU Maritime proposal was adopted by the European Parliament in October, ongoing trilogue negotiations have begun. Mid-December 2022, the second trilogue was undertaken and all parties reached an agreement on some key criteria while the rest is left for other rounds of negotiations. The entire decision-making process is expected to continue until the end of Q1 2023.

Regarding the issue of the list of zero-emission technologies, the European Council proposes the deletion of the whole Annex. This is because of the differences in interpretation of the list and types of technologies from the Member States. According to the recent discussions, the list and definition of technologies and criteria are re-established, giving a possibility to define them by implementing acts (red line for the Council).
